One of my favorite hobbies is putting together photo collages. I use a few different software programs and apps to make my collages. I often use Fotor, a software available on Mac and Windows. For the iPhone and Android users out there, I recommend you try out Adobe Photoshop Express, which features a great interface for editing photo collages on your smartphone.
